Sir:-

I am directed by the Marquess of Salisbury to

transmit to you to be laid before the Secretary of

State for the Colonies the accompanying copy of a

despatch from Mr. Beauclerk, Her Majesty's Minister

at Lima, forwarding a request from the Peruvian Gov-

ernment that the Authorities at Hongkong should be

instructed to assist the Peruvian Government in the

following matter.

It appears from the Memorandum which accompanies

Mr. Beauclerk's despatch that Mr. Grant Smith a

British subject, was dismissed from his post as

Peruvian Consul in Hongkong in July last for neglect

of his duties.

On the 15th of February last, at the request

of the Peruvian Minister in London, your Department
